  18. <p>    The Federal Emergency Management Agency is charged with
  19. taking care of disasters, natural or man-made. Last week it
  20. scrambled to remedy one of its own making. Director Wallace
  21. Stickney announced that FEMA had shredded a 1991 list of eight
  22. gay employees that an openly gay fema analyst had been pressured
  23. to provide in exchange for a security clearance. In April FEMA
  24. promised that the names would stay locked in a vault. But when
  25. Representative Barney Frank threatened to hold hearings if FEMA
  26. did not destroy the list, Stickney relented, calling the list
  27. "abhorrent."
